Romaine Lewis founded SRL Enterprises in 2020 after 25 years working inside and alongside some of the largest transportation agencies in the country. His career spans NJ Transit, the MTA of New York, and the Port Authority of New York and New Jersey, where he built deep expertise in contract compliance, certified payroll, labor standards, and workforce development program administration. At SRL, Romaine leads strategic direction and brings executive-level oversight to every client engagement, from small municipal contracts to multi-billion-dollar regional infrastructure programs. Following the success of the Honorable Frank J. Guarini Justice Complex in Jersey City, NJ, SRL was selected to create and administer the Hudson County Internship Program, connecting students from Hudson County colleges with small businesses across the county.

Rachael Lewis leads business development, client relations, and strategic growth for SRL Enterprises. She works with public agencies, contractors, educational institutions, and community partners to build the relationships that make SRL's work possible. Her background spans both the organizational and operational sides of compliance and workforce development, and she brings a collaborative, solutions-focused approach to every client and partner engagement.

Carlos López

Head of Investigations
and Sr. Compliance Manager

Carlos López leads SRL’s investigations and senior compliance work, bringing more than two decades of experience across corporate, regulatory, and government enforcement environments. His background includes senior roles at Ericsson, the U.S. Department of Justice’s Fraud Section, and FINRA, where he handled matters involving anti-bribery and corruption, healthcare and financial fraud, AML, data privacy, and regulatory enforcement. At SRL, Carlos supports investigations, regulatory response, program integrity, remediation, and risk-based compliance recommendations that hold up when decisions are scrutinized.

Elise White

Workforce Program Director

Elise White leads SRL's workforce development and workforce participation programs. She works with contractors, educational institutions, workforce partners, and community organizations to build the pathways that connect people with jobs in construction and related industries. Elise manages program design, outreach, recruitment, and implementation, with a focus on producing employment outcomes that go beyond program metrics.

Jennifer Stafford

Compliance Manager

Jennifer Stafford manages contract compliance activities across SRL's public-sector project portfolio. Her experience covers compliance monitoring, documentation review, reporting, and stakeholder coordination on projects of varying scale and complexity. Jennifer works directly with project teams and agency partners to keep participation programs on track and produce the documentation that matters when compliance gets scrutinized.

Tayron Stepney

Compliance Manager

Tayron Stepney focuses on certified payroll review, labor compliance, and reporting oversight across SRL's active project portfolio. He works closely with contractors to verify payroll accuracy, confirm worker classifications, and ensure prevailing wage requirements are being met. His attention to the documentation details that agencies actually review makes him a critical part of SRL's compliance delivery.

Emanuela Sanchez

Public Communications
and Outreach Manager

Emanuela Sanchez leads SRL's public communications and community outreach work on active infrastructure projects. She manages resident and stakeholder communications, coordinates with project teams and agencies on outreach obligations, and handles the documentation and follow-through that keeps community relations programs functional and defensible. Emanuela works directly with the communities that live and work alongside the projects SRL supports.

Khalil Hamilton

Workforce Compliance Officer

Khalil Hamilton works on the frontlines of SRL's labor compliance practice — conducting certified payroll reviews, prevailing wage verifications, labor interviews, and field-based workforce monitoring. He works directly with contractors and project teams to assess whether workforce and labor requirements are being met in practice, not just on paper. His field experience and reporting discipline support the compliance record that SRL's clients depend on.

Jacqueline Ramirez

Program Development
and Operations Associate

Jacqueline Ramirez supports the operational side of SRL's program delivery — coordinating across active projects, managing reporting workflows, supporting stakeholder engagement, and keeping the organizational infrastructure that backs client-facing work running smoothly. Her attention to detail and ability to manage multiple workstreams simultaneously make her a key contributor to how SRL executes on its commitments.
